Vocational School in the Ruhr Valley (1979) In a 1964 report on vocational training in the Federal Republic, the “German Committee on the Educational System” coined the term “dual system” to describe a type of education that took place both in the workplace and in vocational schools. The Vocational Training Law of August 14, 1969 (Berufsbildungsgesetz or BBIG) established a legal framework for the dual system and allowed it to be systematized to a greater degree. Additionally, Chancellor Willy Brandt’s second cabinet decided upon a new division of responsibilities in the area of vocational training: starting in 1973, the Federal Ministry for Education and Science was responsible for addressing fundamental issues concerning vocational training and for ensuring its overall coordination, while various ministries were charged with overseeing the organization of occupational training in their respective areas of influence.
