Frings, Cardinal Joseph

Frings, Cardinal Joseph (1887-1978); Cardinal; 1942-69, Arch Bishop of Cologne; 1945-65, Chairman of the German Bishops’ Conference; became known through his visits to German POWs and his moral justification of stealing coal or food for survival in postwar Germany; 1952, awarded the Order of Merit; 1958/59, initiator of the Catholic relief organization "Misereor"; 1962-65, member of the Steering Committee for the Second Vatican Council; in 1968, Frings became the first bishop to ordain married men as deacons in his diocese.
